Oracle's free Java IDE, built around Oracle ADF and Oracle's platform.
Oracle JDeveloper is a free integrated development environment from Oracle for building Java applications, especially with Oracle ADF. It is still offered in Nov 2026, and the current release is JDeveloper 14c (14.1.2.0).
Oracle positions it as an end-to-end tool for Oracle's platform and applications, covering every step of the application lifecycle. It comes in two editions. Studio Edition is the full version with ADF, J2EE, modeling, web, mobile and database features. Java Edition keeps only the core Java and XML features, so it is a smaller download. Older 12c and 11g releases are still listed for teams on older stacks.
Bottom line: pick JDeveloper if you build or maintain Oracle ADF applications, since that is what it is made for. For general Java work, compare the IDEs in our list first.
Covers coding, building and deploying Java applications for Oracle's platform in one tool.
Built to develop with Oracle ADF, including ADF Faces, ADF Mobile and ADF Desktop Integration.
Studio Edition has every feature. Java Edition is a lighter download with core Java and XML features only.
